PROBLEM TO BE SOLVED: To enable the economical purification treatment of water in a relatively large lake, reservoir or the like with a small consumption of a flocculant PGα21 by using a very simple apparatus. SOLUTION: A flocculant mixing device A for mixing a biodegradable flocculant C mainly comprising a polyglutamic acid crosslinked substance into a water flow, and a preflocculation device B for agitating and mixing the flocculant C-containing water flow from the flocculant mixing device A to form flocculate H are arranged on the water surface. The flocculate H-containing water flow flowing out from the preflocculation device B is introduced into a hose 6 where spout holes 6a are bored at proper intervals to spout the water flow containing the flocculate H to near below the surface of a purification area through the hose 6.
