<P>PROBLEM TO BE SOLVED: To provide a communication method capable of transmitting information even to an underground shopping center and the inside of a building which no radio wave can reach, suppressing the cost of facility investment, preventing the information from being leaked to a third party, and providing an information communication speed and the accuracy equal to or more than those of prior arts. <P>SOLUTION: The information superimposing apparatus can superimpose information on an exciting voltage of a fluorescent light and transmitting the information.
