PROBLEM TO BE SOLVED: To provide a document browsing system capable of reducing transmission load for acquisition of original information for a thumbnail generation subject and displaying a different thumbnail image for each client terminal and for each application. SOLUTION: A thumbnail management server 20 is provided to be sharable for each client terminal 10. The thumbnail management server 20 acquires a document information for a subject of a thumbnail acquisition request from a document management device 30, based on the thumbnail acquisition request from a client terminal 10, and generates a thumbnail image to transmit to the client terminal 10. In that case, the thumbnail management server 20 receives a generation request for a thumbnail image of a different format from the client terminal 10, according to throughput of the terminal 10 or a thumbnail acquisition request execution application, and generates a thumbnail image matched with the format.
