PROBLEM TO BE SOLVED: To provide an on-vehicle communication system in which relay of packets is suppressed to the necessary minimum and transmission/reception of the packets is available even if an obstacle such as a building exists between on-vehicle communication apparatuses, and also to provide an on-vehicle communication apparatus to be applicable to the on-vehicle communication system. SOLUTION: An on-vehicle communication apparatus 1B equipped on a vehicle 70B determines that the vehicle 70B exists in a region relaying between non-sensitive areas such as an intersection from the position of a vehicle 70C and a moving speed vector thereof, and from the position of the vehicle 70B and a moving speed vector thereof. According to this determination, the apparatus 1B transmits a transmission packet describing a relay enable flag indicating that the apparatus itself can operate as a relay apparatus to another on-vehicle communication apparatus 1.
