PROBLEM TO BE SOLVED: To prevent formation of a cornice in the vicinity of a peripheral fringe part of an opening such as an entrance of a tunnel by infrared radiation irradiated from an infrared radiation unit because the infrared radiation unit capable of melting accumulated snow in the vicinity of the peripheral fringe part of the opening by infrared radiation is arranged in the peripheral fringe part of the opening such as the entrance of the tunnel to prevent occurrence of unexpected accident due to drop of the cornice. SOLUTION: The infrared radiation unit T capable of melting accumulated snow in the vicinity of the peripheral fringe part of the opening by infrared radiation is arranged in the peripheral fringe part H of the opening such as the entrance of the tunnel W.
