PROBLEM TO BE SOLVED: To favorably restrain locking of a wheel when motor or braking abnormality occurs. SOLUTION: This brake device 14 of a driving unit 1 includes: an annular rotor 8 included in an outer rotor type motor 4 and having an internal tooth 8a formed in the inner periphery; a first planetary gear 21 meshing with the internal tooth 8a of the rotor 8; an annular brake rotor 16 having an internal tooth 16a meshing with the first planetary gear 21 and supported on the rotor 8 in the floating manner through the first planetary gear 21; a second planetary gear 22 meshing with the internal tooth 8a of the rotor 8; a spur gear 12 mounted on the wheel 2; a third planetary gear 23 meshing with the spur gear 12; and a shift unit 26 for causing the third planetary gear 23 to mesh with one or both of the first planetary gear 21 and the second planetary gear 22.
