A radio network control device includes: radio resource management means (105) for managing a radio resource use condition; shelf information management means (101) for managing a resource use condition of base band signal processing means (111) of a radio base station (107); and control means (106) for deciding and controlling selection of call frequency used by a radio base station (107) and selection of a shelf allocation position to the base band signal processing means (111) of the radio base station (107) according to the radio resource use condition and the resource use condition of the base band processing means (111) of the radio base station (107). Thus, the radio network control device can reduce the probability of the call loss caused by shortage of the radio or base band empty resource amount.
