PROBLEM TO BE SOLVED: To provide a small-sized and space-saving developing device for forming recording images of toner with superior durability which never has a developing doctor roller cleaning means stained with toner in a developing hopper portion, generates no filming toner fixation by cleaning a developing doctor roller by a simple structure, and can be made maintenance-free by preventing an abnormal image and toner scattering, and an image forming apparatus equipped with the developing device. SOLUTION: The developing device comprises a developing roller 2 which is held at an opening portion 1a of a developing hopper portion 1 containing toner and rotates during imaging operation while abutting against an image carrier 51 or keeping a fine interval to supply the toner, the developing doctor roller 3 which layers the toner supplied from inside the developing hopper portion 1 thin on the developing roller 2 to a designated thickness and arranged outside the developing hopper portion 1, and the developing roller cleaning means 4 which cleans the developing doctor roller 3.
