PROBLEM TO BE SOLVED: To provide a seismic strengthening structure and a seismic strengthening method for an existing structure with a cryogenically used inside, which enable seismic strengthening construction to be easily performed along with the use of the building. SOLUTION: The seismic strengthening structure and the seismic strengthening method are used for the existing building like a cold storage, the inside of which is used in a cryogenic state. An earthquake resisting wall 3 is constructed in the plane of structure, which is enclosed with two adjacent columns 1 and 1 and upper and lower beams 2 and 2 laid between the columns 1 and 1. The wall 3 is composed of a block wall 4 which is formed in a wall shape by vertically and horizontally stacking frozen soil blocks 4a obtained by compacting and freezing wet soil in a rectangular parallelepiped shape with predetermined dimensions; both wall surfaces of the wall 3 are not only covered with a waterproof sheet 5 but also sealed with a plate-like member 6, so as to prevent ice in the frozen soil from subliming and disappearing; and a plurality of horizontal members 7 etc. are arranged at vertical separation intervals on the outer surface of the plate-like member 6 between the columns 1 and 1.
