PROBLEM TO BE SOLVED: To provide a technique capable of easily, safely, and uniformly peeling the skin at a low cost, without causing pain, and capable of uniformly applying a pharmaceutical or a cosmetic to a peeled part so as to impregnate the skin with the applied material, and to provide a device for the same. SOLUTION: A peeling pad holds polishing particles on its surface and is soft. A peeling brush is composed of many soft plastic fibers, wherein the polishing particles are adhered to a tip of each of the fibers. Thus, a surface of the skin is peeled by the peeling pad or the peeling brush. The peeling pad or the peeling brush is formed by making the pharmaceutical or the cosmetic absorbed in, adsorbed on, or filled into the polishing particles, a pad, hollow fibers, a container equipped with a brush composed of the hollow fibers, etc. COPYRIGHT: (C)2006,JPO&NCIPI
