PROBLEM TO BE SOLVED: To enable control from a viewpoint of whether or not operation of an industrial vehicle is performed while holding a safe traveling state and a cargo handling state. SOLUTION: An acceleration-deceleration detecting means 41 detects at least any one of acceleration and deceleration of the vehicle. A loading state detecting means 42 detects at least any one cargo loading state among the lifting height corresponding to the loading height of a cargo loaded on the vehicle and weight of the cargo loaded on the vehicle. A sudden acceleration-deceleration frequency calculating means 43 calculates an occurrence frequency of sudden acceleration-deceleration operation being a predetermined threshold value or more in the size of an acceleration-deceleration detecting value being at least any one detecting value of the acceleration and the deceleration detected by the acceleration-deceleration detecting means 41 on the basis of a detecting result detected by the loading state detecting means 42. A storage means 44 stores the occurrence frequency of the sudden acceleration-deceleration operation calculated by the sudden acceleration-deceleration frequency calculating means 43.
