The device has a vertical tube (3a) in which is mounted, a shaft (5) that is fixed to a platform (7). The tube has two slits arranged in a perpendicular manner to lock the rotation of the platform in exit and storage positions where an access side of the platform is respectively perpendicular and parallel to a longitudinal axis of a vehicle. The platform is outside and inside the vehicle in exit and storage positions, respectively.
