The device has a locking unit (7) with a locking control unit and a position control and safety unit (17), where all the three units are housed in a casing (3). Rails (5) are provided with anti-tracking unit (21) extending transversally to the rail, where the unit (21) absorbs and blocks residual movement of welded long rails. A central slide has two trunnions to hold a stop on an inner side of a plate with running clearance.
