The device has an analysis unit (MA) analyzing a quality of service (QoS) associated to connections, to determine a target quality of service. A processing unit (MT) determines the connections requiring configuration adaptation to satisfy the target QoS and then determines configuration actions. A control module (MC) generates commands to perform the actions so that the QoS associated to the connections is equal to the target QoS. An independent claim is also included for an application server having a management device for a mobile communication network.
