The fastener has a head (2a) to be hit, a cylindrical anchorage body (2b) penetrated in a hole drilled in a wythe, and a conical profiled skirt (2c) between the head and the body. The skirt is connected to the body by a horizontal support base which enters a base of a concerned recess (1a) of an insulating ring (1). A peripheral edge of junction between a base and an end of the skirt has a diameter larger than that of the body.
