PROBLEM TO BE SOLVED: To provide a solidification agent well mixed with culture soil without injuring germination and seedling raising and giving no exfoliation of the culture soil, and seedling raising soil. SOLUTION: The seedling raising soil contains a polymer (A) having alkali metal carboxylate groups and an carboxylate (B) of a divalent or trivalent metal; and comprises 100 pts.wt. culture soil, 0.2-10pts.wt. polymer (A) having the alkali metal carboxylate groups and 0.2-20 times equivalent carboxylate (B) of the divalent or the trivalent metal to the alkali metal carboxylate of the polymer (A).
