PROBLEM TO BE SOLVED: To provide a microwave type concentration measuring device and method that can measure even a measured material of high concentration of which phase difference rotates by a phase angle with only one calculation without constraints and can accurately measure the concentration even when there is a measuring error. SOLUTION: Microwave generated by a microwave generator 1 is transmitted to a measured object in a pipe 5, the microwave having passed the measured object is received by a receiving antenna 7, a phase difference between the generated microwave and received microwave is determined by a phase difference measuring section 9, the intensity of the received microwave is determined by a received signal level measuring section 8, and the concentration of the measured object is determined by a concentration calculating circuit 10 using the determined phase difference and the intensity of the microwave.
