A valve mechanism, arranged within the inlet of a housing, has a valve element pivotally attached to the outer portion of a housing. The valve element is movable between two positions to block exhaust flow through a first annular passageway and allow exhaust flow through the first annular passageway and the second annular passageway of a turbine (24). The turbine is enclosed within the housing. Independent claims are included for the following: (A) a turbocharger operation; and (B) a power system.
