<p><P>PROBLEM TO BE SOLVED: To generate management information of an appropriate format without analyzing a data stream and to transfer the data stream and the management information at high speed to various recording media with different formats of the management information. <P>SOLUTION: A data processing apparatus includes an encoder and a management information generating unit. The encoder generates a plurality of reproduction units each including I/B/P picture data, and information indicating reproduction time to reproduce each of the pictures to generate a data stream. The management information generating section generates, in accordance with the type of the recording medium, one of picture information defining a correspondence between a reproduction time of an I picture to be recorded first in respective reproduction units and its recording position, and reproduction unit information defining a correspondence between a reproduction time length of a reproduction unit and the recording position of the I picture, and information relating to a reproduction time length of a picture within a reproduction unit.
