<P>PROBLEM TO BE SOLVED: To execute entrance and exit management of a user at low facility costs. <P>SOLUTION: A lighting unit 14 comprising visible light elements is installed in each room, visible light communication is performed between the installed lighting unit 14 and authentication information accumulation portable equipment 20 owned by a user, information light emitted from the lighting unit 14 is received by the authentication information accumulation portable equipment 20 owned by the user, the received information light is processed as entrance and exit information, and accumulated.
