PROBLEM TO BE SOLVED: To provide a full-coating type surface treatment method capable of easily changing the surface treatment corresponding to various kinds of metal plates, and preventing degradation of the stop time and productivity caused by the change. SOLUTION: In the surface treatment method, at least one coating and water-rinsing operation is performed, in which at least one kind of treatment solution selected among alkaline degreasing solution, pickling solution, surface preparation solution, and phosphatising solution is applied on a surface of a metal plate, and water-rinsed. The thickness of the solution film is 0.5-5μm, and the coating is performed so that the fluctuation of the thickness is within 10%. More specifically, after alkaline degreasing solution and/or pickling solution is applied on the surface of the metal plate, the metal plate is water-rinsed. Then, the surface preparation solution and/or phosphate solution is applied, and the metal plate is water-rinsed. Treatment solution is applied by using a roll coater or a dye coater, then, non-chromium treatment solution is applied to form a coating pre-treatment film, and non-chromium paint is applied on the film.
