PROBLEM TO BE SOLVED: To provide a resin coated heavy-duty anti-corrosive steel material having excellent cathodic peel resistance in a severe corrosive environment such as soil, rivers, the ocean and the like by achieving the rationalization of the composition of a urethane primer layer to drastically enhancing the cut-off capacity of oxygen necessarily indispensable to a cathodic peeling phenomenon, especially a steel pipe pile, a steel sheet pile, a steel pipe sheet pile and a line pipe embedded in soil. SOLUTION: In the resin coated heavy-duty anti-corrosive steel material constituted by successively laminating a urethane primer layer and a polyurethane anti-corrosive layer on the surface of a substrate steel material and the urethane primer layer comprises a cured material of a polyol and polyisocyanate. The polyol contains a reaction product of xylene diisocyanate and at least one kind of compound selected from the group consisting of polyethylene glycol, polypropylene glycol, glycerine, a trimethylol propane/olefin oxide adduct and an ethylenediamine/olefin oxide adduct.
