PROBLEM TO BE SOLVED: To provide an apparatus and a method for forming coils wherein a unipolar coil substantially free from the occurrence of twisting can be formed on any coil bobbin with stability, and lead wires of appropriate length can be formed. SOLUTION: The coil forming apparatus 1 has a winding jig 2 for forming a continuous-pole coil having unipolar coils formed by winding an electric wire 99 in loop shape and lead wires. The winding jig 2 has multiple coil bobbins 3a to 3h each for winding a unipolar coil and multiple lead wire forming portions 5a to 5g each for ensuring the length of a lead wire. The winding jig 2 is so constructed that the whole of it is rotated on the axis C1 of winding of any one of the coil bobbins 3a to 3h that winds the electric wire 99. The multiple coil bobbins 3a to 3h are arranged on a first imaginary circle E1, and the multiple lead wire forming portions 5a to 5g are arranged on a second imaginary circle E2 positioned outside the first imaginary circle E1.
