PROBLEM TO BE SOLVED: To avoid a control station from managing mobile stations as to whether each of them is ready for site selection diversity transmission or not when soft handover is executed in a group of base stations placed under the control of the control station which controls application of the site selection diversity transmission. SOLUTION: When the site selection diversity transmission is applied (ST101:YES), the control station on application of the site selection diversity transmission allocates a common ID and a corresponding common identification code to all the base stations under its control (ST102), and allocates an ID which varies by base station and a corresponding specific identification code to several base stations as objects of soft handover (ST103). In consequence, the base stations can switch soft handover to which the site selection diversity transmission is applied, and soft handover to which it is not applied according to an identification code received from a link without being controlled by the control station.
