PROBLEM TO BE SOLVED: To uniformly cool rolls along its width direction by a simple constitution. SOLUTION: When molten steel 106 is fed to a basin part between a pair of recessed rolls 101, 102, the molten steel 106 is cooled at the roll surfaces to turn into solidified shells 111, 112, and both the solidified shells 111, 112 are pressure-welded, thus the same is pulled out as a slab 113. External water cooling apparatuses 120, 122, and draining apparatuses 121, 123 are arranged on the peripheral positions at the outsides of the rolls. Water is sprayed on the surfaces of the rolls from the external water cooling apparatuses 120, 122, so as to cool the rolls, and, in the case droplets are stuck to the roll surfaces, the droplets are removed by air blown out from the draining apparatuses 121, 123. By performing external water cooling in this way, the roll circumferential faces are uniformly cooled along the axial direction from high temperature (e.g 700°C) to about 100°C.
