PROBLEM TO BE SOLVED: To provide a heat exchanger capable of maintaining high heat-exchanging efficiency even with the small amount of steam supplied to the heat exchanger. SOLUTION: The heat exchanger 1 is connected to a steam supply pipe 2 and a fluid discharge pipe 3. The steam supply pipe 2 is connected to a jetting nozzle 6 through a steam turbine 4, an outlet pipe 11 and an automatic opening and closing valve 10. The fluid discharge pipe 3 is connected to an impeller 14 of the steam turbine 4 through a vapor-liquid separator 15, a steam flow meter 18 and a control valve 19. When the amount of steam supplied from the steam supply pipe 2 to a jacket part 9 becomes small, the small amount of steam is jetted from the jetting nozzle 6 by closing of most of the automatic valves 10, thereby maintaining the convection of steam in the jacket part 9.
