PROBLEM TO BE SOLVED: To provide an operation monitoring device that allows automatically changing an access authority according to an operator's access environment. SOLUTION: The operation monitoring device, which is accessed from different access environments, includes an access location identification means for identifying an access environment, and an access authority imparting means for changing the operator's access authority according to the output of the access location identification means.
