PROBLEM TO BE SOLVED: To provide a video signal processor being capable of reducing a hardware scale and a power consumption and having a high versatility. SOLUTION: The video signal processor has a synchronizing signal generator 2a generating a first internal synchronizing signal SYNC1 corresponding to an input video signal VIN from the outside, and a second internal synchronizing signal SYNC2 synchronizing with the first internal synchronizing signal SYNC1; and a first synchronizer 11 synchronizing the input video signal VIN from the outside with the first internal synchronizing signal SYNC1, and generating a first internal video signal VIN1. The video signal processor further has a second synchronizer 12 synchronizing the first internal video signal VIN1 with the second internal synchronizing signal SYNC2, controlling the number of the frames of the first internal video signal VIN1; and generating a second internal video signal VIN2 and a codec device 4 conducting the compression decoding of an encoding video signal BSIN from the outside, and the compression encoding of the second internal video signal VIN2 by a time division within the period of the second internal synchronizing signal SYNC2.
