PROBLEM TO BE SOLVED: To continue operation without public pollution by utilizing the energy that a permanent magnet has thereby improving the operation cost. SOLUTION: A second magnet 19 is stored in a slot 18 made in a stator frame freely of going in and out in the diametrical direction of rotors 4a and 5a, and in a specified period when a first magnet 17 draws near during rotation of the rotors 4a and 5a, it is retreated into the slot 18, and it is recovered into its original position immediately after this retreat thereby repelling and energizing the first magnet 17 in the rotational direction of the rotors 4a and 5a.
