PROBLEM TO BE SOLVED: To provide a heater efficiently evaporating liquid and converting it into gas in regard to a heater used in production or the like of superheated gas, superheated steam, or the like by heating saturated gas from liquid such as water. SOLUTION: The heater is provided with a heating part 58 provided with a heating element used as a heating source in an interior and a porous material 2 interposed in a periphery of the heating element, and a preheating part 55 in a periphery of the heating part 58. Since there is a structure wherein an object to be heated is heated by the preheating part 55, and then heated by the heating part 58, a conventionally commonly used inexpensive heating element can be used to lower costs, the preheating part and the porous material 2 are interposed between the heating element and an outermost casing, and loss due to heat dissipation to the outside is reduced.
