PROBLEM TO BE SOLVED: To obtain a uniform electrolytic polymerization membrane formed on an anode in improved mass-productivity. SOLUTION: An electrode substrate sheet 1 having conductive layers acting as an active electrode and a counter electrode formed on both surfaces of an insulating layer is prepared. The electrode substrate sheet 1 is wound in multiple layers in a rolled state while separating the sheet layers with a spacer 4 having a definite thickness. The laminated sheet is immersed in an electrolytic solution, and an electric potential is applied to both electrodes to deposit a polymer as an electrolytic polymerization membrane on the active electrode under the same condition over the whole layers while maximally utilizing the restricted capacity of an electrolytic solution tank.
