PROBLEM TO BE SOLVED: To provide a method for producing a silane coupling agent solution highly adhesive to substrate, and to provide the silane coupling agent solution. SOLUTION: The method for producing the silane coupling agent solution essentially comprises mixing an organosilicon compound, water and an alcohol. Specifically, in this process, part of the alcohol, the whole organosilicon compound and the whole water are mixed together, the resultant solution is left to stand for a specified time or agitated or the like, and the balance of the alcohol is then mixed with the solution.
