<P>PROBLEM TO BE SOLVED: To provide a method for producing phosgene of high purity in a high yield and at a low cost. <P>SOLUTION: The method for producing phosgene comprises a refining step of introducing a mixed gas comprising chlorine gas, oxygen gas, carbon dioxide gas and crude chlorine gas into a chlorine-refining column to obtain refined chloride by multistage distillation, and a phosgene production step of obtaining phosgene by reacting the refined chlorine with carbon monoxide gas in the presence of an active carbon catalyst. In the method, the crude chlorine gas is produced by a salt electrolytic process.
