PROBLEM TO BE SOLVED: To provide a torque limiter, surely integrating a rotating cylinder with a permanent magnet formed thereon with each other in a predetermined position, and preventing breakage of a permanent magnet even in the case of a temperature rise. SOLUTION: This torque limiter includes: a first rotor 11 having a cylindrical outer peripheral part made of synthetic resin; a second rotor 20 having a cylindrical inner peripheral part, coaxial with the first rotor 11, and rotated relatively to each other; a permanent magnet 16 disposed on the cylindrical outer peripheral part; and a hysteresis material 23 disposed on the cylindrical inner peripheral part. The permanent magnet 16 disposed on the outer peripheral part of the cylinder 12 made of synthetic resin has a recessed part 17 on the inner peripheral surface, and the outer peripheral part of the cylinder 12 made of synthetic resin has a projecting part 19 fitted in the recessed part.
