PROBLEM TO BE SOLVED: To pulverize wood flour adequately finely with constant granularity and dry it while preventing the ignition of wood in a mill and corrosion or blockage of a discharge tube due to dew condensation of a sulfur content even when the wood flour is used as fuel. SOLUTION: A mill 11 pulverizes a solid fuel such wood chips and dries it by a drying air stream S7 to generate pulverulent fuel, and discharges it to the outside together with an exhaust gas S1. The solid fuel is stored in a hopper 41 and supplied to the mill 11 by a supply device 42. Pressure sensors 43 and 44 measure the pressure of the exhaust gas S1 and that of the drying air stream S7, respectively.
