PROBLEM TO BE SOLVED: To provide a handle with a torque limiter and a fluid controller having this handle superior in operability, capable of performing opening-closing operation of a flow passage by a valve element by constant fastening force, capable of reducing abrasion and damage of the valve element even in repetitive use, capable of stably controlling a flow rate over a long period, capable of surely opening the flow passage, and capable of sensibly easily grasping generation of excessive torque. SOLUTION: This handle with the torque limiter has an operation bar 5 moving in the shaft direction in response to rotation of the handle 6, a shaft 7 engageably-disengageably connected on the same axis as the operation bar 5, and a spring 9 for energizing the shaft 7 toward the operation bar. An axially parallel surface parallel to the axis and an inclined face inclining to the axis, are respectively formed in an engaging part of the operation bar and the shaft. The mutual axially parallel surfaces come into surface contact in unidirectional rotation of the shaft, and the mutual inclined faces come into surface contact in inverse directional rotation of the shaft, and slide in the shaft direction against energizing force of the spring when torque in rotation is a specific value or more.
