PROBLEM TO BE SOLVED: To provide a grain-oriented electromagnetic steel sheet with a chromium-free coating, which realizes the same level of high moisture-absorption resistance and low iron loss as those of the steel sheet having a chromium-containing coating formed thereon, even though the applied coating does not contain chromium, and to provide a manufacturing method therefor. SOLUTION: The grain-oriented electromagnetic steel sheet has a phosphate-based tensile-force-imparted coating which does not contain chromium, through a ceramic underlying film, on the surface of a steel sheet, wherein the content of titanium in the underlying film is controlled into 0.05 g/m<SP>2</SP>to 0.5 g/m<SP>2</SP>.
