PROBLEM TO BE SOLVED: To obtain a polyurethane resin capable of giving a coating surface prevented in blooming and lowering in gloss, by using a lactone polymer containing not more than 0.1 wt.% of a lactone dimer. SOLUTION: Lactone monomers are polymerized in the presence of a titanium compound as a catalyst. After the formation of a polymer, the reaction mixture is subjected to film distillation to obtain the lactone polymer having not more than 0.1 wt.% of the lactone dimer. Next, the lactone polymer and an isocyanate compound are reacted to obtain a polyurethane resin. A coating material composition is obtained by using the polyurethane resin.
