A paper transporting felt (100) includes a base layer (11), a first batt layer (13A) formed on a wet paper side surface of the base layer, a second batt layer (13B) formed on a roll side surface or a shoe side surface of the base layer, and a wet paper contacting fibrous layer (15) formed on a wet paper side surface of the first batt layer so as to come into direct contact with a wet paper. The wet paper contacting fibrous layer is made of modified cross-section fibers.
