PROBLEM TO BE SOLVED: To suppress temperature rise in an indoor space of a building and an outdoor space on a pavement surface. SOLUTION: A building 1 with an asphalt waterproof layer formed thereon is composed of: a water-retentive pavement structure R with a water-retentive building material 3 having a water-retentive characteristic installed on a roof surface 2; and a first spray device 6 with first spray nozzles 6a formed on a side wall surface 5 of the building 1 for generating mist from the first spray nozzles 6a to the outside. The building is provided with a first supply facility 4 having a first supply port 4a for supplying water W from the upper side of the water-retentive building material 3 toward a surface thereof, and a water tank 11 for supplying the water W to the first supply ports 4a.
