<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of eliminating waste of energy and deterioration of a drain valve caused by waste current made to flow through the drain valve not working due to freezing at the time of starting of a fuel cell. <P>SOLUTION: The fuel cell system is composed of a fuel cell, a catch tank storing water produced by power generation of the fuel cell, a drain valve 26 draining the water in the catch tank, a freezing judging means 32 judging whether the water in the drain valve 26 is frozen or not at the time of starting of the fuel cell.
