<p><P>PROBLEM TO BE SOLVED: To provide a VPN (virtual private network) system that can be constructed by a network user without depending upon a network manager and its constructing method. <P>SOLUTION: This VPN system 100 is composed of an IP network 140 including a plurality of VPN devices 110A to 110M, user terminals 101A and 101B, at least one setting device 120, an authentication device 130 and a charging device 150. The setting device 120 specifies and sets a related VPN device 110 between the user terminal 101A and the user terminal 101B on the basis of a setting request from the user terminals 101A and 101B.
