<P>PROBLEM TO BE SOLVED: To prevent the illegal circulation of a ticket, and to provide an analytic result of the circulation information even when the illegal circulation is revealed, and to support the grasp of the trends of the illegal circulation and the planning of illegal circulation preventing countermeasures. <P>SOLUTION: The circulation status of a ticket since medium manufacturing through ticket issue, ticket examination and ticket check until ticket discard is collected so that the illegal circulation of the ticket can be managed.
