PROBLEM TO BE SOLVED: To provide an auxiliary resource with reduced power consumption. SOLUTION: In one embodiment, an integrated circuit chip (100) includes a semiconductor substrate (102), a metal layer (106) formed on the semiconductor substrate (102), and unused auxiliary resources (400, 500, 600). The auxiliary resource is tied to ground or to a supply voltage, such that a current will not flow through the resource, and power will not be dissipated by the resource.
