PROBLEM TO BE SOLVED: To provide a secondary refining method and a stirring power-density determination method by which the entrained quantity of slag due to the stirring of molten steel is reduced, in the secondary refining performed by jetting gas into the molten steel in a ladle. SOLUTION: When the refining is performed by jetting the gas into the molten steel to stir the molten steel, utilizing the fact that the entrained quantity of the slag is varied according to the viscosity of the slag on the molten steel, a solid-phase ratio in the slag correlated with the viscosity of the slag is obtained, the upper limit value of the stirring power densityεof the molten steel is calculated by using the solid-phase ratio and the gas is jetted so as not to exceed the upper limit value.
