PROBLEM TO BE SOLVED: To provide a polystyrene-base resin extruded foam plate which is high in flame-retardance and recyclability; and a method which can produce stably the polystyrene-base resin extruded foam plate. SOLUTION: The method is a method for extruding and foaming a foamable molten resin composition made by blending a polystyrene-base resin, a flame retardant, and a foaming agent to produce a foam plate having an apparent density of 20-60 kg/m<SP>3</SP>and a thickness of 10-150 mm, wherein the flame retardant comprises a brominated bisphenol ether derivative represented by formula (1) and a phosphate ester, and the brominated bisphenol ether derivative has a rate of 0.5-5 pts.wt, and the phosphate ester has a rate of 0.1-6 pts.wt. relative to 100 pts.wt. of the polystyrene-base resin, respectively.
