PROBLEM TO BE SOLVED: To obtain a lead-free cationic electrodeposition coating material composition capable of forming a coating film excellent in rustproof property on the surface of a base material. SOLUTION: This lead-free cationic electrodeposition coating material composition comprises a composite compound of a condensed metal phosphate with zinc oxide, where the composite compound contains 40-90 wt% of zinc oxide and is contained in an amount of 7-50 pts.wt. based on 100 pts.wt. of the solid content of the coating material.
