PROBLEM TO BE SOLVED: To provide a train control system and a train control method with more certain, safe and quick response capable of easily continuing of operation even at the time of recovery from ground system abnormality. SOLUTION: Course information, i.e., a route in which a train 20 travels on a railway 24 and a section reservation information of the railway 24 occupied based on the course information are transmitted to a ground control device 16 by a central management facility 10 and the corresponding section of the traveling route of the train 20 is reserved for traveling of the train 20 based on the section reservation information received by the ground control device 16. Traveling allowance information corresponding to the section reservation information and discrimination information of the train 20 are transmitted to a control means of the train 20 based on the section reservation information received by the ground control device 16 and reservation release information of the passing section is transmitted to the ground control device 16 by the control means of the train 20.
