The control device for an internal combustion engine (10) whereby the turbine wheel (32) of a turbocharger (30) is driven by exhaust gas to rotate the compressor wheel (31), and an electric motor (34) can produce power to rotate the turbocharger. The exhaust tract (24) of the engine has a bypass line (36) to bypass the turbine wheel. The control device also has a restrictor (37) in the bypass line for opening and closing it, and a control unit (50) opens the restrictor during a starting state of the electrical assistance provided by using the electric motor. An independent claim is included for a control method for an internal combustion engine which is put into effect by the proposed control device.
