<P>PROBLEM TO BE SOLVED: To provide a fuel cell system low in a running cost, hardly generating deterioration of output. <P>SOLUTION: A membrane-electrode assembly (MEA) includes an electrolytic membrane 11, a cathode pole 13 jointed to one surface of the membrane 11 to which, air is supplied, and an anode pole jointed to the other surface of the membrane 11 to which, hydrogen is supplied. At least either the cathode pole 13 or the anode pole 12 has a base material having gas permeability and catalyst layers 13a, 12a formed on a surface of the base material on the side of the membrane 11. The layers 13a, 12a includes an infinite number of catalyst-carrying carbons 81 carrying catalyst metals 81b on carbon powder 81a and high-polymer electrolytes 82 jointing to the base material as well as jointing each carbon 81 while contacting with one another.
